Digital Government best practices – No Wrong Door

e-learning2The next main phase for the Cloud Best Practices Network is for it to become a ‘Virtual University’, meaning a provider of online e-learning courses and issuer of associated ‘Digital Badge‘ certificates.

The curriculum will be organized in a bottom up and top down manner, meaning that we will populate a catalogue of on demand, modular courses, like a specific module for ‘How to Use for Business Continuity’. Very specific and to the point, for perhaps $195?

Also in a more top down manner will be much larger, ongoing programs intended for key industry scenarios, the first being ’Digital Government best practices’.

The major topics for this program are still being formed but will look something like:

  • G-Cloud Computing and Agile Procurement
  • Assured Identity
  • Open Source, Open Data Innovation
  • Process Transformation and Online Communities

These are derived from analysis of the key leading programs most notably the UK, then distilled with analysis from the USA, Canada, New Zealand and more.

We will also write about key topics here and another key facet to the program is the specific function of Cloud Best Practices.

By this I mean when we identify a specific Digital Government best practice, like ‘No Wrong Door’, it will be added to our knowledge base so that it highlights in text;

and also so we can build further resources around that reference, and define how it can be integrated into Digital by Default delivery programs.

For example my first research of the principle known as ‘No Wrong Door’ turns up this policy research document from a New South Wales social housing unit.

In this policy document they describe how a No Wrong Door policy:

  • Is intended to streamline access to a commonly agreed set of products across a collaborating network of social units
  • Is intended to provide a single point of contact to customers
  • Extends access to a centralized application to a larger group of supply chain partners and their staff
  • Guides relationships between collaborating organizations, in terms of ‘process hand offs’

And so on. As you can see a number of policy & business process design goals, and the objective of our program is to identify the various new Cloud apps and technologies that can be used to achieve and accelerate many of these goals.

Given how new many of these technologies are this can be an entirely new learning exercise for many government executives, both in terms of these organizational goals as well as the technologies, this can seem a little daunting however actually it’s easier to learn about them both this way.

The technology is easier explained when shown as a solution to a problem, and the theory of the business model makes sense when seen in action, and so our goal is always this dynamic combination of leading edge insight combined with practical repeatability.

This approach will also provide a framework for showcasing vendors and the role their products can play in enabling these new models.

For example if you listen to this recent webcast that I chaired for SecureKey, you will hear Rita Whittle, Identity architecture VP for the Government of Canada, describe one of their justifications for implementing federated identity was to contribute towards this goal.

Specifically the aspect of streamlining product access across a network of collaborating partners is exactly what Cloud Identity is ideal for.

The webinar describes a case study of the Federal Government setting up identity federations with the big banks, but ultimately it could be any permutation of organizations, but for the same process benefits like this.
