Federated Clouds for Emergency Response

At 14th Cloud Expo, Kevin Jackson will discuss all aspects of building and deploying a federated cloud computing platform

Recent high-profile events (2010 Haitian Earthquake, 2011 Tōhoku Earthquake and Tsunami, 2013 Typhoon Haiyan/Yolanda) have highlighted the growing importance played by the international community in successful humanitarian assistance and disaster response. These events also showcased the critical importance of quickly providing robust information technology resources to response effort participants. In June 2010, in support of its continuing effort to foster international collaboration, the National Geospatial-Intelligence Agency (NGA) initiated a dialog with the Network Centric Operations Industry Consortium (NCOIC) to discuss this and other aspects of geospatial data information-sharing across the international community. In response to this request the NCOIC through the use of a cloud services brokerage paradigm, built and demonstrated a federated cloud computing infrastructure capable of managing the electronic exchange of geospatial data. The effort also led to the development of the more generalized NCOIC Rapid Response Capability Pattern (NRRC), a process that could improve the effectiveness and reduce the cost of emergency situations that require an international joint civilian/military response.

In his session at 14th Cloud Expo, Kevin Jackson, senior information technologist, will cover the organizational, technical and operational aspects of building and deploying a federated cloud computing platform. It will also present lessons learned and recommendations for the use of this approach in international humanitarian assistance and disaster response scenarios.

Speaker Bio:
Kevin L. Jackson, founder of GovCloud Network, is a senior information technologist specializing in solutions that meet critical commercial and government operational requirements. Currently working as an independent consultant, prior positions include VP & General Manager Cloud Services NJVC, VP Federal Systems at Sirius Computer Solutions, Worldwide Sales Executive at IBM, Vice President Global IT Project Office at JP Morgan Chase, and CTO at SENTEL Corporation.

Mr. Jackson retired from the U.S. Navy in 1994, earning specialties in Space Systems Engineering, Carrier Onboard Delivery Logistics and carrier-based Airborne Early Warning and Control. While active, he also served with the National Reconnaissance Office, Operational Support Office, providing tactical support to Navy and Marine Corps forces worldwide.

Kevin L. Jackson has been deeply involved in the broad collaborative effort between industry and the U.S. National Institute of Standards and Technology on the federal government's adoption of cloud computing technologies. He is the Rapid Deployment Executive for the Network Centric Operations Industry Consortium and also serves and the consortium's Cloud Computing Working Group Chairman. His formal education includes a MS Computer Engineering from Naval Postgraduate School; MA National Security & Strategic Studies from Naval War College; and a BS Aerospace Engineering from the United States Naval Academy. Mr. Jackson is currently pursuing a Ph.D. in Applied Information Technology at the George Mason University Volgenau School of Engineering.
